Ludhiana: Failure to complete the construction of the railway over bridge to replace Lakkad Pul in Ludhiana has landed the municipal commissioner, president of the Ludhiana Improvement Trust and divisional railway manager, Ferozepur, in a loop of contempt.
The High Court of Punjab and Haryana, on Thursday issued notices to these officials asking them why contempt of court proceedings should not be initiated against him for defying court orders to complete the railway overbridge to replace Lakkad Pul.
The court also issued notices of contempt of court in July 25, 2013 the Principal Secretary, Local Government, Punjab, Executive Engineer, PWD (B & R) and Chief Engineer (Construction), Northern Railways. Notices were issued by the high court while hearing a petition filed by an NGO, "Resurgence of India." The April 15, 2009, division bench of the Supreme Court, headed by the then Chief Justice TS Thakur directed the government authorities and the railway to resume construction on the bridge rail.

However, the authorities failed to complete the work, even after four years of HC orders.
In his contempt of court petition filed Thursday, Ludhiana-based NGO, Resurgence India sought action against the authorities under the contempt of the law courts for their disobedience of the court order high of April 15, 2009 and termination immediate rail on the bridge. The case will be heard on July 25.
